# How Do You Keep Design Control When One Team Designs and Manufactures the FF&E?

You keep design control by writing the independent check into the contract rather than into the org chart. One team designing and manufacturing a hotel’s FF&E removes the handover losses between designer, manufacturer and procurement agent, and with them the natural check those parties give an owner. Cocoplum Design Studio restores that check in five ways: open-book pricing tested against two comparison quotes, a prototype room signed off by your own quantity surveyor or purchasing agent, test certificates for every item, written warranties with a spare-parts schedule, and five sign-off gates at which you can stop the work.

## What independent check do advisers want, and how does one contract keep it?

The conventional model for a four or five star hotel separates three roles. An interior designer specifies and documents the loose furniture. A manufacturer builds to those drawings. A purchasing agent procures, expedites and checks quality. Each party is paid by the owner, and each has a reason to catch the others’ errors. The designer wants the piece to look as drawn. The purchasing agent wants it to arrive on time at the tendered price. The manufacturer wants a specification it can build.

The objection to collapsing those roles into one company is fair: the manufacturer would then be checking its own work, and the owner would have no comparative price for pieces the same company designed. We have heard that objection from quantity surveyors and asset managers, and it deserves a real answer, not a reassurance.

## What does one contract change, and what does it risk?

Furniture, fixtures and equipment is a large slice of a hotel project. Penner, Adams and Robson (2012) put it at roughly 18 per cent of total project cost for a mid-rate hotel, and quantity surveyors such as Rider Levett Bucknall publish per-bedroom FF&E allowances by star rating in their annual cost digests because the number is material enough to benchmark. In a split contract that money passes through three parties, each adding a margin and a lead time, and the design intent passes through three translations: concept to drawings, drawings to shop drawings, shop drawings to the factory floor.

One contract removes two of those translations. The person who chose the timber species is the person who signs the shop drawing. Lead time shortens because procurement starts when the concept is approved, not when the tender closes. The risk is the one the advisers name: without a separate party, quality and price are asserted rather than tested. The following five commitments are how we make them tested.

## How does Cocoplum keep the check independent?

### 1. Open-book FF&E pricing against two comparison quotes

Every FF&E line is priced open-book: material, labour, finishing, freight and margin shown separately. For the major categories, casegoods, upholstered seating, lighting and stone, you or your quantity surveyor may obtain two comparison quotes against our shop drawings from manufacturers of your choosing. If a comparison quote is lower for equivalent specification, we match it or explain, in writing, what the specification difference is. The comparison is yours to run, not ours to arrange.

### 2. A prototype room signed off by your quantity surveyor or purchasing agent

Before production, we build one complete guest room to the approved specification: casegoods, seating, lighting, soft furnishings, bathroom joinery. Your quantity surveyor, purchasing agent or project manager inspects it, sleeps in it if they wish, and signs it off. Nothing goes into volume production until that signature is on the record. Changes found at that stage cost one room to fix. The same change found sixty rooms in costs sixty.

### 3. Standards evidence for every item

Each item carries its test evidence before it is approved. For commercial seating, structural and durability testing to AS/NZS 4688. For upholstered furniture, ignitability to AS/NZS 3744. For upholstery fabrics, Martindale abrasion results to ISO 12947 at the cycle count the operator’s brand standard requires. For fire performance of finishes, the relevant parts of AS 1530. Where an operator’s brand standards manual sets a higher bar, the manual governs. The certificates are part of the item’s approval file, not a document produced when something fails.

### 4. Written warranties and a spare-parts schedule

Every category is covered by a written warranty stated in the contract, and a spare-parts schedule is agreed before production: replacement hardware, fabric reserves, touch-up finishes and the components that housekeeping replaces most often. An owner who has to source a matching drawer runner three years after opening from a manufacturer who has moved on knows why this matters.

### 5. Five sign-off gates

The work stops for your approval at five points: the evidence brief and concept; the shop drawings and material submittals; the prototype room; the pre-shipment inspection of production, with photographs and measurements against the approved sample; and the installed room at handover, snagged against the prototype. At each gate you can stop, change or proceed. The gates are in the contract, with the documents you receive at each one.

## What does the prototype room have to prove?

The prototype room is where design control becomes measurable. It has to prove four things. That the room does what the brief said it must do for the guest: blackout that seals, a quiet night, a legible layout, a bathroom that reads as the intended tier. That every item meets its specification and standard. That housekeeping can service it in the time the operator allows. And that the production drawings match what is standing in the room. We recommend the client’s team occupies it for two nights before signing. Almost every problem that would otherwise appear in the sixtieth room shows up in those two nights.

## Does one contract cost more or less than a split contract?

Whether one contract costs less than a split contract depends on the project. What one contract removes is predictable: two margins on the same piece, the coordination cost of three parties reading three sets of drawings, and the procurement gap between design approval and factory start. What it adds is the discipline above, which has a cost in prototype rooms and testing. Where the comparison quotes come in lower for equal specification, the open-book pricing shows it and we match or explain. The owner sees both numbers.

## Frequently asked questions

### Why do consultants advise splitting the designer from the manufacturer?

Because separate parties check each other. The designer confirms the piece looks as drawn, the purchasing agent confirms price and delivery, the manufacturer confirms buildability. One company doing all three has to replace that check with something the owner can see. ### Can I still get comparison quotes if Cocoplum designs and makes the furniture?

### Who signs off the prototype room?

### Is a single design-and-manufacture contract cheaper?
