# How Can a Hotel Developer Reduce FF&E Lead-Time Risk on a New Build in Australia?

A hotel developer reduces FF&E lead-time risk on a new build by freezing the guest room design early, building a prototype room as the gate to manufacturing, ordering long-lead items the day the prototype is approved, removing the procurement gap between design approval and production, inspecting production against the approved sample before it ships, and holding a float between the last delivery and the operator’s handover date. The furniture, fixtures and equipment are the last things installed and the first things the opening depends on, and every one of those steps is a decision made months before the building is watertight. ## Why is FF&E the critical path on a new hotel?

Because it is the only stage that cannot be compressed by adding people. A frozen design becomes shop drawings, a prototype, an approved sample, production, inspection and shipping, in that order, and each step waits for the one before it. Fixed joinery and bathroom vanities are the longest items, upholstered pieces and casegoods next, operating supplies and equipment shortest. On a split contract there is also a gap: design is approved, then a tender for the furniture is prepared, issued, priced, compared and awarded, and only then does the manufacturer begin its own shop drawings. ## What does a fixed opening date look like when it is met?

Two of our case studies were new builds with an opening date that did not move. At Jumeirah Zabeel Saray on Palm Jumeirah (410 keys) the public-area furniture and the wooden flooring throughout the guest rooms were completed in November 2010, ahead of the January 2011 opening. At Rixos Premium Bodrum (409 keys) the wooden flooring, architectural woodwork and fixed and loose furniture were designed, produced and installed inside a three-month window ahead of opening. ## How do you take the procurement gap out of the programme?

Under a single design-and-manufacture contract the shop drawings begin during design development, and the team that builds the prototype builds the production run. There is no tender period between design approval and manufacturing, and one party stands behind the warranty. It needs safeguards, and a developer should have them in writing before signing: open-book FF&E pricing against two comparison quotes; a prototype room signed off by the client’s quantity surveyor or purchasing agent; Australian standards evidence per item; written warranties and a spare-parts schedule; and five sign-off gates through to installation. ## What does manufacturing abroad mean for an Australian opening?

## How should the budget be structured?

On a new build, the interior package should be priced against the operator’s brand standards and the room mix early enough to inform the architectural design, not after it.

## What does the operator’s brand team need from the interior package?

A prototype room they can sign off, standards evidence per item, and a room that performs on the measures they report to owners. The research on hotel sleep is consistent: a noisy air conditioner, uncomfortable linens and pillows and noise from outside the room predict poor sleep more than anything visible (Robbins et al., 2020), and acoustics, darkness, temperature control and the bed are decided in the architectural and services design, not the finishes.
